Sheepshead Bay and Manhattan Beach at a glance

NYC Planning traces Sheepshead Bay's development to the 1870s, when hotels went up along the water for Manhattanites leaving the city in summer. The Sheepshead Race Track and recreational fishing drew visitors, summer bungalows filled the area by the 1920s, Emmons Avenue was widened in the 1930s and the Belt Parkway was completed in the 1940s. The city created the Special Sheepshead Bay District in 1973 to encourage waterfront uses and small businesses along Emmons Avenue.

Manhattan Beach is the easternmost neighborhood on the Coney Island peninsula. The city's 2013 report says it encompasses Manhattan Beach Park and Kingsborough Community College, which sits on a former Coast Guard base. Gerritsen Beach was developed in the 1920s as a planned community.

Homes for downsizers in Sheepshead Bay and Manhattan Beach

The city's reports describe a mix, and the mix changes within a few blocks.

• Single-family and two-family houses. NYC Planning's 2017 report calls one and two family homes the predominant housing in the part of Sheepshead Bay it studied near the bay, with multifamily buildings mainly along Emmons and Ocean Avenues. Manhattan Beach is described as mostly large single-family homes in an oceanfront setting.
• Bungalows. Rows of bungalows remain along pedestrian walks on both sides of Emmons Avenue, and Gerritsen Beach still has hundreds. The 2013 city report says some Sheepshead Bay bungalows sit as much as five feet below the street grade. Ask about elevation, drainage and past repairs before anything else.
• Condos, co-ops and apartment buildings. NYC Planning describes a rush of new condominium construction after real estate values rose in the 1990s, and Emmons Avenue buildings ranging from one to eight stories. A co-op purchase is shares plus a proprietary lease with board approval; a condo is a deeded unit. The state Attorney General advises reading the full offering plan with an attorney before you sign.

Do not assume a building is a condo, a co-op or a rental from its look or its address. Confirm it in the offering plan or through the seller's attorney. The co-op and condo guide covers what to request.

Getting around Sheepshead Bay and Manhattan Beach

The Brighton line runs through the neighborhood. The MTA's Q line map lists Avenue U, Neck Rd, Sheepshead Bay, Brighton Beach and Coney Island-Stillwell Av on the way south, with Kings Hwy just north of Avenue U. It marks Kings Hwy, Sheepshead Bay and Coney Island-Stillwell Av as accessible, and does not mark Avenue U, Neck Rd or Brighton Beach. The B map lists Kings Hwy, Sheepshead Bay and Brighton Beach and shows weekday service, so check the trip planner for weekends and late nights.

Manhattan Beach is the easternmost neighborhood on the peninsula east of Brighton Beach. For buses, express routes and a door-to-door trip from a specific address, use the MTA trip planner. Health care near Sheepshead Bay

Mount Sinai Brooklyn is at 3201 Kings Highway and describes its emergency department as a critical community resource. South Brooklyn Health is part of NYC Health + Hospitals. Check your plan and your doctors' affiliations before relying on any one hospital.

Everyday life in Sheepshead Bay and Manhattan Beach

• Emmons Avenue and Sheepshead Bay Road. NYC Planning names these as the neighborhood's commercial corridors, with boat clubs, cafes and recreational fishing along the water.
• Manhattan Beach Park. The 2013 city report describes it as dotted with playgrounds, baseball diamonds and tennis courts.
• Brooklyn Public Library. Find the nearest branch and its hours with the library's location finder.
• Older adult centers. NYC Aging's service finder lists CCNS The Bay OAC (3643 Nostrand Avenue), JCCGCI Jay-Harama Older Adult Center (2600 Ocean Avenue) and JASA Senior Alliance Older Adult Center (161 Corbin Place), among others. Membership is free for New Yorkers 60 and older.

Flooding, Hurricane Sandy and insurance in Sheepshead Bay

Kings County was among the counties in the federal disaster declaration for Hurricane Sandy in October 2012. What the city itself has published about this area is direct.

• NYC Planning's 2017 report says Sheepshead Bay was severely impacted during Sandy, with the tidal surge coming up from the bay and extending north to Avenue X, and that single-family homes and apartment buildings south of the Belt Parkway were hard-hit. It says the sunken bungalow courts were fully submerged.
• The city's 2013 report says Sheepshead Bay was a major source of the floodwater that reached Sheepshead Bay and Manhattan Beach. In Manhattan Beach the higher ground helped limit flooding, but waves damaged esplanades and docks along the waterfront. In Gerritsen Beach, surge pushed into Gerritsen Inlet and overflowed into the neighborhood.
• NYC Planning said that in the Special Sheepshead Bay District, many developers had built retail and residential space below grade, and that those spaces flooded during Sandy.

None of this tells you what one address faces today. Check each home yourself.

• Enter the address in the Hurricane Evacuation Zone Finder. The city explains its six zones on its evacuation page.
• Check the FEMA Flood Map Service Center for the flood insurance map. It is a different map from the evacuation zones.
• FEMA says federally backed mortgages in high-risk areas require flood insurance and that most homeowners policies exclude flood. A flood policy usually has a 30-day waiting period, so ask for a quote before you commit. See FEMA on flood insurance.
• FloodHelpNY lists Gerritsen Beach and Sheepshead Bay among the areas eligible for its sewer backwater valve program. It also offers audits and flood insurance counseling. Eligibility changes, so check the site.

Property taxes and local government in Sheepshead Bay

This area is in Kings County and the city bills property tax. The Senior Citizen Homeowners' Exemption covers one to three family homes, condos and co-ops (co-ops apply separately) for owners 65 or older with combined income of $58,399 or less, with a March 15 filing deadline (March 16 in 2026). Enhanced STAR reduces school taxes for owners 65 and older within its income limit; a buyer registers with the state. A co-op or condo owner's building may qualify for the city's tax abatement, which the board applies for. • What does the address show on the evacuation zone finder and on FEMA's map, and what would a flood policy cost?
• Did the property take on water in Sandy or any later storm, and who did the repairs?
• Is any living space, lobby or storage below street grade, and how is it drained?
• Does the home have an elevation certificate, and has a backwater valve been installed?
• Is this a house, a co-op or a condo, and which document proves it?
• Which Q or B station would I use, and does the MTA mark it as accessible?
• For a co-op or condo, what do maintenance or common charges cover, and what does the building's insurance policy cover?
