Downsizing in Battery Park City

Battery Park City is a planned waterfront neighborhood on Lower Manhattan's west side, run by a state public benefit corporation that owns the land under every building. That ground-lease structure changes what you diligence when you buy, so this page spends more time on it than on views.

Battery Park City at a glance

The Battery Park City Authority (BPCA) is a New York State public benefit corporation created in 1968 to plan a mix of commercial, residential, retail and park space. It manages a 92-acre site on Lower Manhattan's west side, and 36 of those acres are parks and open space. The BPCA's parks page lists the Esplanade along the Hudson, Rockefeller Park, Teardrop Park, Wagner Park and West Thames Park among others.

Condos and ground leases in Battery Park City

The BPCA says it owns the 92 acres and that all third-party owned buildings in the neighborhood are on ground sub-leases with the Authority. Its own list of residential buildings splits them into condominiums and rental apartments. Condominiums on that list include Battery Pointe, The Regatta, The Soundings, Hudson View East and River & Warren; rentals include Gateway Plaza and The Solaire. The BPCA describes River & Warren as a 27-story, 166-unit condominium at 212 Warren Street.

What that means for a downsizer:

  • Ground rent. Condominium owners pay an annual ground rent to the BPCA for the use of the land. Ask what it is now, how it reaches owners, how it is reset and when the next change comes.
  • Lease terms. The BPCA has described a portfolio of 18 condominium ground leases and, in 2022, announced an agreement that aligned River & Warren's terms with twelve other condominium buildings and ended an immediate, significant ground rent increase. Terms differ by building, so ask for the specific lease.
  • Lender and resale questions. Ask your attorney how the remaining lease term could affect financing and a future sale.

Getting around Battery Park City

The MTA's 1 line page lists Chambers St, WTC Cortlandt and Rector St stations in Lower Manhattan, and the R line page lists Cortlandt St and Rector St, with the W also stopping there on weekdays only. Parks, libraries and everyday life in Battery Park City

  • Parks. The BPCA describes Rockefeller Park as holding most of the neighborhood's wide lawns, Teardrop Park as having naturalistic plantings and rock seats and Wagner Park as redesigned as part of the resilience work.
  • Library. The NYPL's Battery Park City Library is at 175 North End Avenue.
  • Fitness. Asphalt Green's Battery Park City campus, at 212 North End Avenue, has a pool, a gym and older adult group exercise classes.
  • BPC Seniors. The BPCA runs programs for older adults, including tai chi, yoga, pickleball, Mah Jongg and a book club, at sites such as 6 River Terrace, the 200 Rector Place community room and the BPC Library.

Storms, flooding and insurance in Battery Park City

The BPCA's resiliency page says Battery Park City fared better than many areas after Hurricane Sandy in 2012 but sustained millions of dollars of damage to Pier A Harbor House, the ball fields and the Asphalt Green community center as surge water came in from West Street. It lists three coastal protection projects: South Battery Park City, North/West Battery Park City and the ball fields and community center, the last described as complete. Status changes, so read the current BPCA page and ask a building's board what protection covers that address.

Taxes and local government in Battery Park City

Battery Park City is in the City of New York and New York County. Ground rent is paid to the BPCA for the land and is not a property tax, so ask how it and the city tax each appear in a unit's monthly costs. Relief programs that may apply to a condo owner include:

  • SCHE. Age 65 or older, primary residence and combined owner income of $58,399 or less, with reductions from 50% to 5% of assessed value.
  • Enhanced STAR. For owners 65 and older with income of $110,750 or less for 2026-27.
  • Condo abatement. The board of managers applies each year, and owners certify primary residence.
